Why Blue Shield Promise Health Plan In Los Angeles County, Blue Shield Promise Medi-Cal is contracted with the Local Initiative Health Authority of Los Angeles County (L.A. Care Health Plan) to provide Medi-Cal health benefits to its Medi-Cal recipients.
